A Cap and Trade System v. Alternative Policies to Curb U.S. Greenhouse Gases

Since the inception of international discussions regarding climate change, there has been debate within the United States concerning what course of action to take. The state of climate science, the U.S. record in reducing its greenhouse gas (GHG) intensity, and the prospective costs of a cap and trade system all suggest that the a policy of continuing and strengthening current programs to promote adoption of less GHG intensive technologies without adversely affecting GDP is the best choice.
